Carrying out the obligation of climate result by European territories?


Our NGO for low-carbon employment, tired of promises without result, has partnered with the Fabrique des Transitions (Pierre Calame) for the climate conference which brought together from February to April 2021 more than 50 video speakers in front of more than 400 participants.

European territories are at the heart of a mechanism that satisfies the 4 criteria revealed by the climate conference: 1-guarantee the result, 2-take into account all greenhouse gases, including imported ones, 3-avoid any social injustice, 4-involve all stakeholders.

This mechanism of individual tradable carbon quotas with progressive capping, described under www.comptecarbone.org Where www.CarbonAccount.eu allows that, if 100% of consumers are subjected to less carbon pressure (quota reduced by 6% each year), companies are forced to decarbonize their products and services to avoid being swept away by the competition. The same is true of public services.

As proposed at the Conference of the Future of Europe, the territories organize a European coordination of national carbon agencies. Each region organizes an adjustment between surplus and deficit: between rich and poor the carbon differences vary by 10 times and will require that the most in deficit can buy surpluses. This is the role of the regional adjuster who buys the surpluses of the most sober and modest to make ends meet.

9-the economic doctrine will have to be reviewed, with Christian Gollier, Marie-Guite Dufay…

These nine theses lead to characterize the efficiency criteria, described as: 1-guaranteeing the result, 2-taking into account all GHGs, including imported ones, 3-avoiding any social injustice, 4-involving all stakeholders.

5 mechanisms proposed to curb climate chaos were then reviewed: that of the carbon tax, massive Green Deal-type financing, sectoral policies such as building regulations, industrial quotas under the name of EU-ETS and individual quotas. exchangeable at a reduced ceiling of 6% per year. After evaluating each one, it emerges a clear advantage for the last mechanism also called carbon account which completely satisfies the four criteria.


The presentation at the Assises Inddigo of the AETE makes it possible to bounce back on this major event of 2021 which brings about a real climatic leap so necessary.
