A carbon agency should have extremely robust governance, with joint management including the State, citizens, companies, unions and professional orders, and specialized NGOs.
Its roles would be to:
1.monitor individual accounts and check the carbon balance of companies,
2. carry out border controls (mainly on payments abroad, so perhaps apply the price of the “lost ticket”, define carbon content values when companies do not know how to evaluate them, coordinate with carbon agencies partner countries)
3.ensure that the annual ceilings are effectively reduced from year to year,
4.treatment of feedback on the commons (it may be that some billionaires prefer to plant millions of hectares of diversified forests (500 t of co2 per 1000 hectares for each of the years they have left to live) rather than give their money to the poor,
5.ensure the functioning of regional exchanges which will arbitrate the exchanges of carbon points,
6. supervise the banks (and local currencies and vital cards and canteen cards etc ...) which could derive
7.ensure control and counting of international means such as paypal
8.help in the distribution of carbon points of administrations and public services
9.frame the pluri-annual spreads of carbon points for durable goods
10.Ensure GDPR compliance
11.Ensure warning messages for accounts that are too low
12. manage the accounts of self-employed persons in their own name (small farmers, small traders)
13. check that the carbon points of exported goods are not a free pass to create an over-evaluated carbon account
14. be in touch with the over-indebtedness commissions and validate the exception quota rules
15. ensure that the accounts are reset at the end of the year (if we agree that this currency should not be hoarded) while perhaps offering a sobriety bonus
16. manage “foreign visitor” carbon accounts and their end-of-stay reimbursement
17. check that the computer is robust enough for all of this ...
The entire system is to be fine-tuned between the ministers concerned; it results in a referendum text making it possible to ensure citizens' consent to the carbon account.
